OPUS - Optimization and Management of Municipal Infrastructure Services 2013-2015

Optimization and management of municipal technical services is one of the key factors in todays tough operation environment of municipalities. Municipalities have to evaluate the arrangement of their services either by their own organization or by outsourcing according to their service strategy. Productization of municipal technical services has been found a prerequisite for successful service production and procurement, also known as procurement - provider model.

An essential part of productization and leadership of services is cost awareness and cost transparency and also integration with the modern city planning, so called extended product model. The development of markets for public services requires also development of a working ecosystem so that actors of different size and nature can be integrated with value chains and networks both locally and nation wide. Also integration of citizens effectively with the service design is a crucial requirement when municipal structures are changing.

The OPUS project is one part of the consortium where there are two city pilot projects and one company product development project.
